Steps
- Since Sept 2025: 1–4 digit plates (and some 5-digit) are “distinguished” and can be owned standalone with a certificate — no vehicle needed.
- Plates issued before the decision must formalize ownership before they can be sold.
- Transfers run at customer service centres; the TAMM digital flow is rolling out.
- Required: Emirates ID, registration card (Mulkiya), and cleared fines.
- Confirm a formalized ownership certificate exists before paying anything.
Safety rules
- Never pay before the official transfer is initiated in the government system.
- For high-value deals: complete payment at the authority (manager's cheque), or stage it — deposit, then balance after transfer confirmation.
- Verify the seller's ownership document with the authority before paying.
- The bank account name must match the seller's identity.
- Never share OTP codes or UAE Pass credentials — the platform and authorities never ask for them.
